Taxpayer's Bill of Rights (TABOR) Emergency Reserve Policy

In accordance with Article X, Section 20 of the Colorado Constitution, the Pikes Peak Library District Board of Trustees shall ensure the District maintains a Tabor Emergency Reserve, and it shall be adjusted on a yearly basis.

Reserve Requirement

The Chief Executive Officer (CEO) and Chief Financial Officer (CFO) shall maintain an emergency reserve equal to not less than three percent (3%) of annual fiscal year spending, excluding bonded debt service, as required by the Colorado Constitution.
