Solicitation Procedures
I. Allowed Activities for On-site Solicitation
PPLD allows:
- The circulation of petitions outside of Library facilities only.
- Voter registration is allowed inside of library facilities with a civic authorization letter (See G below).
- Activities of nonprofit organizations, including sales, surveys, and distribution of information outside of Library facilities only, with prior approval of PPLD.
- Media and public awareness events with prior approval of PPLD.
The following apply to all such activities:
- Persons may stand on Library property as long as they do not block entrances and exits, interfere with patrons entering and exiting Library property, or harass patrons seeking to use the Library.
- A “Circulator” is a person who presents to other persons for possible signature a petition to place a measure on the ballot by initiative or referendum or a petition to nominate a candidate. C.R.S. §1-40-102(3.5).

PPLD does not require Circulators (petitioners) to have advance permission to gather signatures on PPLD property, but Circulators must check in with PPLD staff at the Library location before gathering signatures to verify PPLD’s guidelines and to present the requisite identification badges/paperwork for the activity. Circulators are not allowed to set up tables or have large displays on PPLD property.
Paid Circulator: A paid Circulator must display an identification badge that includes the words "PAID CIRCULATOR" in bold-faced type and the name and telephone number of the employer. (The employer is responsible for obtaining a license from the Colorado Secretary of State.)
Volunteer Circulator: A volunteer Circulator must display an identification badge that includes the words "VOLUNTEER CIRCULATOR" in bold-faced type and the name of the organization he/she represents.
Local Issues: Circulators circulating petitions for issues pertaining to El Paso County or local jurisdictions within El Paso County must have an official packet to gather signatures.
- Unmanned posters, banners, yard signs, and other outdoor displays shall not be posted or left anywhere on Library property.
- No solicitation of funds or sales of goods and services are allowed inside Library facilities.
- No unauthorized solicitation of funds or sales of goods and services are allowed outside of the Library.

Solicitors must secure a Civic Authorization Letter from the PPLD’s Communications Office and/or Foundation Office for all activities, except for circulating petitions. A copy of each Civic Authorization Letter will be provided to the solicitor, as well as PPLD Security, the Library Manager and staff, and Communications staff. Persons and organizations with a Civic Authorization Letter may set up a small table outside of the Library to conduct their activities as long as they do not block entrances and exits, interfere with patrons entering and exiting Library property, or harass patrons seeking to use the Library.
Civic authorization requests must be received at least seven (7) days before the first date of the authorization. Please allow two (2) business days to acknowledge receipt of the request and provide PPLD the appropriate time to process the request and issue a Civic Authorization Letter, if approved. Authorizations are limited to one (1) full day or two (2) half days at any one location each week. Authorizations are based on availability, Library activities, and other requests.
II. Promotion and Display of Materials
PPLD provides bulletin boards and limited spaces to display information about Library events and programs, as well as community events and programs. Below are the guidelines for the promotion and display of materials, but all questions or inquiries about displays should be directed to PPLD’s Communications Office to the attention of the Community Engagement Manager.
- Eligible Materials: Information about programs and events that are free and open to the public and/or programs sponsored by nonprofit organizations.
- Ineligible Materials: Events or activities hosted by for-profit businesses, including those that are intended to market, advertise, or sell a product or service, even if admission is free. The Library does not provide display or distribution space for third-party materials advocating positions on contested political, religious, medical, therapeutic, or social issues, including materials directed toward minors. This restriction applies regardless of viewpoint.
- Priorities for Display: When determining what to post in each Library branch, PPLD-sponsored activities receive priority. Local community activities and events of general interest that adhere to policy guidelines are considered next, based on space availability, size of the display, and applicability to the local community.
- Duration of Display: Duration of a display may be limited in time as determined by the Library Manager or Supervisor and may be removed at their discretion based on several factors, such as available space, relevance to the immediate community, and timing of promoted event. Reasonable attempts will be made to post items for at least 14 days.
- Additional Guidelines: Community programs and events posted in these spaces are not sponsored, endorsed, or promoted by PPLD. PPLD does not provide marketing or publicity for community-sponsored activities. All materials are subject to review by PPLD staff and may be removed at the Library’s discretion.
- Disclaimer Required: Each community literature display and/or bulletin board will contain a disclaimer stating: "Literature on display here does not imply endorsement by Pikes Peak Library District.”
- Branch Responsibility: PPLD’s Communications Office distributes community literature to all Library facilities. Each Library branch is responsible for its own displays.
